In the framework of the Pan-European media awareness campaign, launched at the World Anti-Counterfeiting Day, the European Union Intellectual Property Office (EUIPO) publishes the 2022 IP Youth Scoreboard survey.
This survey looks at the EU youngsters’ behaviour, aged 15 to 24, who infringe Intellectual Property, and concludes that young European citizens purchase more counterfeiting products and continue to access pirated content.


The survey also states that:
- More than half (52%) of young Europeans said they had bought online at least one fake product, either intentionally or by accident, and a third (33%) said they had accessed digital content from illegal sources.
- 37% in the EU intentionally bought fake products and 21% used, played, downloaded or streamed content from illegal sources.
- In Portugal, 34% of young people intentionally bought fake products and 17% have knowingly accessed pirated content.
- On the other hand, 60% of young Europeans said they prefer to access digital content from legal sources, compared to 50% in 2019. In Portugal this percentage is higher and amounts to 68% of youngsters.
- Price and availability remain the main factors for buying counterfeits and for digital piracy, but social and peer influence is also increasingly important.
- Cyber threats, cyber fraud and environmental impact are among the main deterrents.
